Kem Mill is a development of nine Executive Homes in Whittle-le-Woods, immediately to the west of Whittle-le-Woods Cricket Club and about two miles north of Chorley Town Centre.

In April 2014, planning consent was achieved for nine Executive Homes. Construction commenced in late 2017 and completed in February 2019. Each home was designed individually by local architects with the aim of creating a development focused on character and quality.

Primrose purchased the site in 2016. The 1.5 acre site was master planned and separated into a residential scheme (14 houses were built and sold) and a commercial element.

Following the successful purchase of the adjacent bungalow, 13 Preston Road, the commercial site extended to 0.65 acre. This was master planned and planning consent was achieved for two blocks of commercial units, each being 4,800 sq ft. Each block is divided into 4 units of 1,200 sq ft each.
